Review Exhibits E and F, applicant claims current access to residence from higher <br />elevations along north side are difficult because of a medical problem noted in Dr. Petersen ’s <br />letter. In fact, applicant had advised that he had hoped to install the connecting deck prior to <br />his moving into the residence on the 21st of this month. Current access stairs with no railings <br />present hazards for the current owner with his disability. <br />In 1990 the former owners applied for after-the-fact variance approval for structural <br />repairs and additions to the existing boathouse structure in the lakeshore yard. The City <br />approved structural improvements involving a 5’xl6’ deck located 4’ from the 929.4 elevation. <br />Staff inspected the site and viewing the improvement plan submitted with the application, <br />it would appear that the proposed linking walkway will be installed over natural ground cover <br />resulting in additional hardcover. As shown, the structure will be approximately 7’ from the <br />side lot line. The deck would appear to have minimal visual impact upon the adjacent property <br />because of the sloping topographies, location of mature vegetation and view windows of adjacent <br />residence. The deck will encroach no closer to side lot line than the existing deck. <br />The addition of the connection walkway will result in additional structural coverage <br />where excesses already exist resulting in an increase of .5%.
