Mabusth, Building & Zoning Administrator <br />July 9. 1993 <br />COUNCIL lUIE^NG <br />JUL 1 2 1993 <br />CITY OF ORONO <br />Subject: /Y1833 Laurence Elsen. 2879 Casco Point Road - Variances - Resolution <br />Additional Exhibits <br />L - Staff Sketch of Existing Hardcover <br />M - Sketch of Hardcover Removal per Planning Commission Recommendation <br />Brief Description of Request <br />The applicant proposes a 26 ’ x 44 ’ garage/storage addition to the street side of the <br />existing residence and 2-story 16 ’ x 26 ’ enclosed addition and replacement decks to the lakeside <br />of the existing residence. The lower level addition would consist ot expanded bedrooms and the <br />upper level a master bedroom and entenainment room expansions. The enclosed two-story <br />structure will extend 2’ closer to lakeshore requiring an average lakeshore setback variance of <br />16’. The only impact will be on the residence to the southeast as residence on the northwest lot <br />is separated and buffered by the unimproved right-of-way of Carman Avenue. <br />The applicant recently received approval for an additional curb cut onto Casco Point <br />Road in an attempt to improve the level of safety for exiting property. Applicant has also <br />advised that with the new garage the looped road driveway layout will allow for a reduction in <br />the backout apron area and the saving of several mature trees in street yard. <br />Applicant was asked if structure could be reduced to minimize structural hardcover and <br />bring lot coverage into conformance as improvement resulted in a 1 % increase. Mr. Elsen <br />advised that his residence has no basement and that the additional storage area within the <br />proposed addition and soon to be converted storage area within existing garage was much <br />needed. The only storage area on the prooerty is the storage shed located in the 0-75 ’ setback <br />area. The Planning Commission asked that the storage shed be removed and for applicant to <br />consider the removal of landscaped areas underlain with plastic in an attempt to minimize the <br />increase of 460 s.f. or 3.3% additional hardcover with the improvement plan. <br />Members asked applicant if the existing access off of Carman Avenue could be removed. <br />Applicant reviewed the layout of the circulation and location of garage doors and added that <br />access to the site is more efficient via the existing curb cut. Elsen also noted that a minor <br />hardcover reduction would result as only a small portion of the driveway is located within his <br />property line (review E.xhibit K-1). He noted also the benefits to the users of the lake access <br />at Carman Avenue for if the total driveway was removed and grass replanted, vehicular users <br />of the accessway would have to back out onto Casco Point Road. <br />Staff met with the applicant after the meeting to review the landscaped areas underlain <br />with plastic suggested by Planning Commission for removal.
