MN 55323 <br />SUBJECT: LAND USE APPLICATION EMERGENCY REPAIR <br />Ladies/Gentlemen: <br />This 'otter will provide additional information concerning our Land Use Application <br />dated May 27. 1993. This Application covers the repair and rebuilding of the storm <br />damaged bank above the shoreline of our property on Lake Minnetonka. This was <br />caused by the five inches of ram on September 16, 1992. <br />As your records will indicate, more than 150 lineal feet of shoreline collapsed in the <br />"100 year rain" of July 1987. This was rebuilt during 1988 at a total cost of $70,000. <br />Because of what is believed to have been defective design and workmanship, a <br />portion of the bank collapsed again in the September 1992 heavy rain. <br />A permit was issued for the repair in 1987 without a Land Use Application. This is the <br />reason an Application was not made earlier. <br />As the photographs indicate, only a portion of the bank has collapsed. However, a <br />"tension crack" running parallel with the crest of the slope indicates possible failure of <br />the entire bank. This could spill over into the lake, and the repair would be a great <br />deal more costly. <br />The project has been studied by the consulting engineering firm of GME Consultants, <br />Inc. and by McCombs. Frank, Roos Associates. Inc. in order to arrive at a method of <br />repair and rebuilding which would be permanent. This has resulted in the <br />combination of earth moving and retaining wall construction shown on ihe enclosed <br />plans. The GME Consultants ’ report is enclosed. It inoicates three possible methods <br />of construction. Two of them show the use of retaining walls. The third indicates <br />cutting the bank back so severely that it would cause us to lose significant large trees <br />very important to our property and a large part of our yard facing the lake. <br />I am prepared to provide additional information for your engineers if this is required. <br />We respectfully request approval of this Land Use Application as soon as possible. <br />Sincerely.
