Zonii.j File #1811 <br />May !9, 1993 <br />Page 2 of 3 <br />Description of Request <br />The applicant requests the renewal of lot area and lot width variances granted per <br />Resolution No. 1607 (2/84), Resolution No. 1904 (1/86), and Resolution No. 2123 (3/87). The <br />applicant. C. Jack Remien, currently owns the subject property (Lot 18) as well as the <br />neighboring property (Lot 19), where the applicant resides. A potential buyer for this property <br />who wishes to construct a residence would like assurance that the lot is buildable. The potential <br />buyer has submitted conceptual plans which demonstrate that a residence can be installed which <br />will require no additional variances. Please review the Planning Commission memo and exliibits <br />for further information. <br />This property. Lot 18, was originally owned in common with the two lots to the north. <br />Lots 16 and 17, which were not combined. As a result of the common ownership study <br />completed in 1983, the City changed its policy on common ownership lots in sewered zones and <br />based on the individual merits of Lot 18. the lot area and width variances were granted. At the <br />April 19 Planning Commission meeting. Warren and Christine Bielke, who live adjacent to the <br />subject property (Lots 16 and 17), asked for the denial of the variance as they believe the lot too <br />small and the impact too great with the construction of a residence. E.xhibit G of the Planning <br />Commission packet is a*" letter from the Bielke's indicating their position which includes <br />signatures of other neighbors who support the denial of the application. Please refer to the <br />Planning Commission minutes for further information. <br />Included as Exhibit H is a letter from Mr. Remien addressing some of the concerns <br />brought forth by the Bielkes. This letter was read by the Planning Commission Chair, Maureen <br />Bellows, at the Planning Commission meeting as it did not arrive in time to be included in the <br />Planning Commission Packet. <br />Planning Commission Recommendation <br />The Planning Commission approved the lot area and lot width variances with the vote <br />3 For, 2 Against based on the findings and conditions noted in the previous approvals. <br />Jeff Johnson and Cteve Peterson voted against approval of this application. Jeff Johnson <br />felt he could not support the request as he felt the two lots should be combined as neither has <br />sufficient area to meet the zoning requirements. Steve Peterson felt that the approval required <br />too many variances.
