The <br />proposed porch and deck will comprise a 25 ’ average setback encroachment. <br />This has a potential view encroachment effect from both neighboring <br />properties. The Elsen's at 2879 have stated no objections, and staff notes <br />their lake views across applicant's lot are already limited by the hill <br />along applicants southeast lot line. Bowers' views from 2905 might be <br />slightly encroached by the three-season enclosure (about 9' lost) but not <br />by the deck since Bowers' lot is much higher. <br />A significant portion of the existing 0-75' and 75-250' hardcover is <br />taken up by plastic-1ined rock beds and the extensive driveway. the <br />plastic under rock beds along the southeast slope may be helping to control <br />erosion - applicant should address this. Although there is only a small <br />net increase in hardcover. Planning Commission may wish to explore ways to <br />decrease overall hardcover on this property. <br />Hardship: <br />Staff notes that City files indicate there was originally an 8' x 2'* <br />deck along the lake side of this house. That deck was removed at some time <br />prior to this review, leaving a 2nd-story glass door witl. no place to walk <br />out to. This might be considered a hardship and a safety concern as well. <br />Does Planning Commission find a hardship or justification to grant a <br />variance to allow the proposed 820 s.f. of additional structure hardcover <br />on the property?
