Minnehaha Creek Watershed District <br />Minutes of Regular Meeting <br />June 18, 1987 <br />Page 2 <br />\ <br />87-119 Irwin Mandel Development Corporation - Renewal of a <br />stormwater management plan for a commercial site. Sec. 17CDD, City <br />of St. Louis Park <br />It was moved by Spensley, seconded by Miller that the foregoing <br />applications be approved as recommended by the engineer. Upon <br />vote the motion carried. <br />Tabling of Permit Applications <br />It was moved by Spensley, seconded by Andre that the following <br />applications be tabled until all required exhibits have been <br />received; <br />87-108 Robert Grosfield - Wetland alteration area to provide <br />wildlife habitat and improve aesthetic appeal. Sec. 28DDC, City of <br />Minnetrista <br />87-120 Bob Pillsbury - Maintenance dredging of boat slip to <br />improve access. Sec. 8DCC, City of Minnetonka <br />87-78 Smiths Bay Yacht Club/Toberraan Mgmt. - Dredge to remove <br />4,020 cubic yards of soil for navigational access in a commercial <br />marina and 280 lin'eal feet of steel sheet pile seawall. Sec. <br />lODBC, City offQrono <br />The engineer reviewed the application for dredging and placement <br />of a steel sheet pile seawall at the Smith’s Bay Yacht Club. <br />Clifford Reep appeared on behalf of the applicant. The engineer <br />recommended approval of the application with the permit to issue <br />upon receipt of the necessary structural analysis and approval of <br />the Minnesota Department of Natural Resources. Manager Thomas <br />questioned the appropriateness of a vertical seawall at this <br />location in light of the Board’s preference for riprap on the open <br />lake. Mr. Reep indicated that seawall at this conimercial site <br />allowed maximum use of both land and water area and that the <br />applicant proposed to backfill behind the seawall with limestone <br />material to provide some treatment of surface water runoff <br />entering the lake from this commercial site. It was moved by <br />Miller, seconded by Andre that the application be approved subject <br />to the engineer’s recommendations and subject to the additional <br />condition that limestone material be used to backfill behind the <br />seawall. Upon vote the motion carried.
