Zoning File #958 <br />June 10, 1987 <br />Page 4 of 5 <br />Applicant has shown 21 stalls, and is requesting that the gas pump <br />area be allowed as four additional spaces. In the previous review, it was <br />stated that the parking use at the dispensing station aisles not be <br />considered. In reviewing this farther it is found that these spaces are <br />used as both dispensing stations, parking and quick retail sales at other <br />facilities. Planning Commission may consider finding this situation <br />acceptable for short time parking with gas sales. What type of credit <br />would you consider? <br />The City Engineer could not provide a standard for the industry <br />regarding credit for dispensing aisle parking. Cook suggested that if <br />variances to parking are considered, members can use the short time aisle <br />parking as a finding but do not credit them as full parking units. <br />There are no standards for car wash use in our code. The engineer has <br />reviewed the site plan in relation to traffic flow and stacking ability. <br />His concern is that there isn't enough stacking area and that the stacking <br />and exiting lanes appear to conflict or rather inhibit use of No. 6, 7, 8, <br />15 and 16 stalls. <br />Staff must recommend against the site plan as proposed because the <br />current configuration does not provide adequate stacking lane area for cars <br />proceeding to car wash. In addition, the stacking and exiting lanes <br />inhibit the use of five stalls, parking is already at a minimal level - <br />lacking 4 required stalls. <br />The City Engineer's review will be presented at your meeting on June <br />15th. Staff plans to meet with the applicant to determine if there is <br />another arrangement for the multi-use structure on the site that will allow <br />more parking and stacking area for the car wash. <br />If Planning Commission is able to make a recommendation on an amended <br />site plan at our meeting, your recommendation should address the following <br />conditions of approval: <br />1. Execution of a Developer's Agreement to insure completion of the <br />following improvements: <br />A) Landscaping - per revised plan for intersection area adjacent <br />to sidewalk. <br />B) Other additional site improvements - i.e. curbing at access <br />locations, drainage improvements required by Engineer, if any, <br />repaving.
