Groves, Jr., 215 Hollander Road - <br />Conditional Use Permit - Public Hearing <br />Zoning District - RR-IB <br />Application - Conditional use permit to fill/grade front yard area. <br />NOTE: This is not a wetland area. <br />List of Exhibits <br />Exhibit A - Application <br />Exhibit B - Plat Map <br />Exhibit C - Property Owners List <br />Exhibit D - Survey/Site Plan/Grading Plan <br />Discussion -* <br />Applicant recently purchased this property and wishes to bring in <br />approximately 500-1,000 yards of fill in order to regrade the front yard <br />area. His intent is to smooth out the front yard so it can be readily <br />mowed. There will be some minor cut and fill areas in addition to the fill <br />brought in (see plan). <br />City Engineer Glenn Cook has viewed the site and feels that this <br />project will have no detrimental effect and will not change the <br />neighborhood drainage pattern nor will it have a significant impact on the <br />flow rate. The plans show a boulder barrier around the culvert leading <br />from the property, to prevent erosion at that point. Also note that the <br />fill over the drainfield area will help reduce ponding over the drainfield. <br />Staff Recommendation - <br />1. Applicant shall maintain appropriate erosion^controls as may be <br />required by the City during the grading process. <br />2. All disturbed areas shall be immediately seeded (or sodded if applicant <br />desires) upon completion of the grading work. ^ <br />3. Applicant is advised that no more than 8” of additional fill should be <br />placed over the drainfield area; and all work in that area should be done <br />using tracked equipment with a low compaction potential. <br />4. Applicant or his contractor shall obtain the appropriate grading permit <br />prior to commencement of the project ($100.50 per current fee schedule). <br />5. Applicant is advised to work with the Hollander Road homeowners <br />regarding truck ingress and egress over the private roadway. <br />J
