formal application for the future f^evelopment of 57 acre site. <br />a) Amendment of RS District required <br />b) Multiple variances to current RS standards <br />c) Intent of RS District <br />Planning Commission action conceptual recommendation May 4, 1987 <br />Council action June 8, 1987 <br />Background on Application - <br />In 1985, the Veteran's Camp on Big Island was closed because of the <br />potential health and safety hazards posed for the public who regularly used <br />the facility. The structures were fire hazards. The entire facility had <br />been allowed to deteriorate without any provisions for routine upgrading <br />and maintenance. <br />In that same year, the City commenced hazardous building proceedings <br />against the State Department of Veteran's Affairs, responsible agent at <br />that time. The Department of Veteran's Affairs has since relinquished all <br />responsibility as trustee for the property. The Board of Governors of Big <br />Island assumed complete responsibility for the property in late '85. <br />On May 12, 1986 Council approved a temporary conditional use permit to <br />allow work crews to camp o\ ernight at the facility. That same temporary <br />conditional use permit's expiration date was extended by the Orono Council <br />to December 31, 1986. <br />The hazardous building proceedings have been placed in abeyance because our <br />Council has been convinced of the good faith and commitment of the <br />Veteran's group. Planning Commission should be advised that the clean up <br />process does not require a conditional use permit, the overnight camping <br />phase of the operation requires special approval. <br />Review Exhibit I, a report by the new Board updating the City on the status <br />of the clean up for the past year. <br />Staff had originally planned to recommend action for the first review phase <br />of the application - Temporary conditional use permit for work crew camping <br />on weekends - but after reviewing the conditions of the original <br />conditional use permit of 1986, staff realized or should I say remembered <br />the difficulities involved with achieving the regular enforcement or <br />supervision of activities on the island area. The applicant has to assume <br />responsibility for getting staff people out on a regular basis for <br />inspections. Gaffron advises that no one from the Camp has ever contacted <br />him to confirm septic capabilities. The City cannot allow continued use of <br />the Camp until septic tanks are uncovered and drainfield areas located. <br />The Council did allow the repair of the lavatories for the use of the work <br />crews. Ballantine Cabin, with bathroom fixtures, was allowed to be <br />repaired for the sole use of the summer caretaker. Burning of the wooden <br />debris did continue through the fall. The fish houses have been removed <br />and the Board assures us that the Excelsior Bait Shop will no longer use
