It is noped that the <br />City staff will be able to get out on the island in early April or earlier <br />if ice opens. <br />The limited amount of time for the review of the current proposal by <br />appropriate staff personnel will delay any final action on the part of the <br />Planning Coirimission for the March meeting. In order to expedite the review <br />process of the phased Comprehensive Cleanup, Temporary Improvement and <br />Redevelopment Plan for the Veterans Camp, staff has divided the review into <br />3 phases: <br />Phase 1 Temporary Conditional Use Permit for overnight camping with <br />continued clean up program Planning Commission action April 20, <br />1987 - Council action - April 27, 1987. <br />Phase 2 Conditional use permit/variances - staff's evaluation of proposed <br />improvement of remaining structures and interim operation of day <br />use/over night seasonal camp use (tenting and use of rehabilitated <br />structures) - Planning Commission action May 18, 1987, Council <br />action June 8, 1987. <br />Phase 3 Conceptual Review/Direction to Applicant - Prior to filing of
