Shull, 1125 Spring Hill Road <br />Variances - Public Hearing/Resolution <br />Pertinent Sections of the Code: <br />A) Section 10.22, Subdivision 1 - Lakeshore Setback Regulations <br />(amended) - Shall be 75 feet for all structures except that on lake- <br />shore lots divided by a major thoroughfare, a lock box not in excess <br />of 20 square feet in area and 48 inches in height is allowed on the <br />lakeshore portion of the lot and requires a building permit from the <br />City. <br />B) Section 10.22, Subdivision 2 - Lakeshore Hardcover Regulations - <br />No hardcover allowed within 75 feet of the shoreline of Lone Lake. <br />Background on Application: <br />In the summer of 1986, staff was asked by Council to review the many <br />ramp-like structures that had been appearing along the shoreline, <br />specifically the Casco Cove area on Casco Point. Clearly, this was not the <br />only neighborhood where such structures were to be found - Casco Cove had <br />heavy concentration of these ramps. The staff received complaints from <br />neighbors concerning thiir *^iew of the lakeshore being blocKed with these <br />"monstrosities". The ramps came in various forms of ugJy. Some were <br />encased within a partial or total superstructure of odd planks/boards and <br />others had huge brightly colored canvas coverings. These structures housed <br />boats ranging in lengths of 20 to 40 feet for the whole year. The owners <br />advised staff that the lake bottom cf the cove created major niiintenance <br />problems because of the soft mucky bottom and presence of bank rats. <br />Council ruled such structures were non-conforming requiring variances <br />to hardcover and lakeshore setback standard. <br />Review of Current Application: <br />Mr. Shull is the first Orono resident to apply for a building permit <br />to construct such a ramp. Per the Council's recent directive, Shull was <br />advised of the need for variance approval. <br />The ramp will consist of a track, six feet wide and fifty feet long. <br />Note appoximately 20 feet of track will be on the land portion of the <br />lakehsore. The remaining structure will consist of a cart and winch to <br />convey the boat to and from the water. The boat will be stored on the <br />shoreline during the warm months of the year. The boat will not be stored <br />in the lakeshore yard during the winter months. <br />,
