substandard lots in single separate ownership be provided with <br />municipal sewers. <br />The Stubbs Bay Sewer Project Area was expanded in early 1992 <br />to include the rural housing cluster identified as "Cygnet-Leaf"» <br />plus the lakeshore development known as "Oxford Road", The total <br />project area comprises 125 existing residences and 12 <br />interspersed vacant lots* for a total of 137 units* which will <br />discharge into the existing City lateral system on Tonkawa Road <br />(L.S. 59). This project began construction upon Metropolitan <br />Council approval of Comprehensive Plan Amendment #4, Stubbs Bay <br />MUSA Bonding Amendment* in July 1992. Assessment appeals were <br />greatly reduced due to an "up front" 35% City participation in <br />the project costs. <br />Alternative waste sienagement studies completed in the 19B0s <br />have carefully considered the optional solutions for treatment <br />difficulties enusMrated in the 19i0 Comprehensive Plan. In each <br />case* the relative proximity to the existing sewer trunk lines or <br />interceptors has made the option of sewer lateral installation <br />the most feasible solution. <br />A number of rural clusters of existing development have a <br />potential for further septic system problems due to lot sixes <br />Isss than the 2 acre minimum and marginal soil/topographic <br />conditions. These clusters will be monitored closely to ensure <br />continued adequate sewage treatment and disposal. If problems <br />occur which cannot be solved through on-site methods* alternative <br />waste manageMnt studies will be conducted to determine the best <br />possible solutions.
