The use of on-site sewage treatnent systems continues to be <br />carefully regulated by the City to assure adequate public health <br />and environmental protection. Each on-site system is <br />periodically inspected by the City to ensure proper use and <br />adequate maintenance. During the 1980s» temporary summer <br />inspectors monitored existing systems, while full-time City staff <br />performed the necessary plan review, new installation inspection <br />and record keeping functions of the on-site program. <br />In 1980-89, the City issued permits for all new septic <br />systems. During this same period, 214 permits were issued for <br />repairs to existing systesM. The number of existing systems did <br />not increase commensurately with the number of new systems <br />permitted, because during this same period a nusiber of existing <br />systems were abandoned and connected to municipal sewer. <br />Of the currently approximately 1,200 existing septic <br />systesis, approxisuitely 15% use mound type drainfield systems due <br />to soil and water table conditions. Approximately 84% use <br />standard trench type drainfield systems. Approximately 1% of the <br />existing systems are holding tanks, due to extremely small lot <br />sixes or site conditions unsuitable for septic systems. As new <br />developawnt continues in the rural area, the proportion of mound <br />type drainfield systems is expected to increase due to site <br />conditions. Approximately 75% of all new or replacement systems <br />constructed in the City in the last three years have been mound <br />systems. <br />B.ISA Limn Bewisions <br />Existing MUSA/MSSR <br />The Metropolitan Urban Service Area (MUSA) within the City <br />of Orono was originally established via Resolution #1135 of the <br />City Council on Apri? 14, 1980. Legal descriptions of specific <br />areas with the City we,.e defined as Parts I through V of Orono*s <br />Urban Services Area. <br />Resolution *1337 adopted November 23, 1981 established and <br />legally described Parts VI and VII of Orono*s MUSA/MSSR Area. <br />Resolution #2131 adopted February 23, 1987 reconfirmed the <br />inclusion of Parts VI and VII, and further added two areas of the <br />8
