St. Paul, Minnesota 55101 <br />612 291-6359 TDD 612 291-0904 <br />RFPORT OF THE <br />rOMMlTTEE OF THE WHOLE <br />DATE: April 15, 1993 <br />TO; Metropolitan Council <br />SUBJECT: City of Orono Cemprehensive Plan Amendment <br />Comprehensive Sanitary Sewer Plan, Tier I <br />Metropolitan Council Referral File No. 14023-4 <br />Metropolitan Council District No. 13 <br />BACKGROUND <br />At its meeting on April 15, 1993 the Committee of the WTiolc discussed a staff report and <br />recommendations dealing with the city of Orono comprehensvie sanitary sewer plan amendment and <br />the city’s request to expand the Metropolitan Urban Servnee Area by approximately 171 acres. <br />ISSUES AND CONCERNS <br />Steven Schwanlce, Council staff (ext. 6594) presented the report and answered questions from the <br />Committee. Mr. Schwankc stated that of the 171 acres, 141 acres were already receiving sanitary <br />sewer service and the city was acknowledging this by including the area in the Metropolitan Urban <br />Service Area. The remaining 30 acres is vacant, developable land that will eventually be subdivided <br />for single family development. <br />Mr. Wellington stated that he opposed the plan amendment because it involved expanding the <br />Metropolitan Urban Service Area while the city has not fully addressed problems associated with <br />infiltration and inflow. The city’s rural service area policies are also inconsi'-tent with the Council ’s <br />rural service area policies, though the city has met performance criteria associated with the Council ’s <br />rural service area policy. <br />RECOMMENDATIONS <br />That the Metropolitan Council: <br />1. Adopt the findings and the staff report as part of these recommendations. <br />2.Inform the city of Orono that it may adopt me amendment and no plan modification is <br />required.
