Lots 6 and 7 do not meet the required lot width and <br />staff would concur with the City Engineer in asking that a shared access be <br />required for Lots 6 and 7. It should also be noted that Lot 5, to the rear <br />of the front yard setback line, measures 130* and technically require a <br />width variance. Staff has reviewed the property along Wildhurst Trail and <br />would concur that the topographies with 14-16% grade are not prohibitive <br />for driveway access. It would be helpful to have the surveyor extend the <br />topographic information into Wildhurst Trail. The travelled r^d should <br />also be designated within the right-of-way to facilitate selection of the <br />safest access points. Lots i through 4 all have adequate width along the <br />roadway. Garden Lane will Le improved as part of the Yorktown development. <br />Mr. Soskin's plat improvements will be reviewed in conjunction with the <br />Yorkto%m development road improvements. <br />Per Section 11.03, Definition 14 and 24, the dry buildable envelope of <br />1 is encroached by the major drainage ditch that intersects the lot <br />with slopes of 18% or greater and this area cannot be credited as dry <br />buildable. The 1 acre area standards satisfied as the property is sewered. <br />Staff would ask the Planning Commission ’s opinion and interpretation and a <br />r©coniinendation the buildable envelope of Lob !• In reviewing <br />Exhibit E, the total development plan of the surrounding property, the <br />drainage ditch will be used for drainage coming from the southwest. <br />Feasibility of moving this drainage ditch along the roadway should be <br />reviewed by the City Engineer at the time of the Yorktown development <br />review when other more comprehensive storm sewer considerations are made of <br />the overall area. <br />Drainaqe/Access - <br />Lots 6 and 7 will be required to share an access along Wildhurst Trail <br />because of the minimum lot widths. Access to Lot 1 shall be determined <br />upon resolve of the location of the drainage ditch within the lot. <br />Yorkto%#n Development proposes the major upgrading of Garden Lane and all <br />use of the four lots are dependant upon completion of the road improve <br />ments. The Engineer will reserve all final comment on the drainage needs <br />of this division until the Yorktown Development's storm sewer plans are <br />defined. <br />Sewer - <br />Lots 1 through 4 will be served by sewer to be installed by the <br />Yorktown development in the Garden Lane right-of-way. Lots 5, 6, ^ <br />will be served by sewer to the south of Lot 7 (review the as—builts, <br />enclosed for your review as Exhibit H). Mr. Soskin, the developer of Lot <br />2, Heathercroft, will be responsible for the extension of municipal sewer <br />to the properties.
