Temporary construction is allowed on <br />State Highways with a permit; however, in this case TH 12 has a 10 foot paved <br />shoulder and a bypass lane would not be required. <br />All major state highways are designed to carry truck traffic as described above. <br />The shoulder section at the point of entry to the Eisinger site would probably <br />break up with the volume of turning truck traffic into the site.
