The living space is located above the garage, which is attached to the principal <br />dwelling by a breezeway. The living space has been used for many years as a caretaker <br />apartment and there is no conditional use permit issued for a non-rental apartment. The <br />applicant has been issued a building permit to remodel this apartment area and if the kitchen use <br />is to be continued, a conditional use permit is required. <br />The main question regarding this application is whether the garage and guest or caretaker <br />apartment is considered to be part of the principal structure. The house is connected to the <br />garage via an unheated breeze way. It is unknown whether the breeze way has a foundation. <br />Entrance to the guest or caretaker apartment is via an exterior exit.
