Building & Zoning Administrator <br />MAY 1 0 1993 <br />CITY OF (MONO <br />DATE:May 5. 1993 <br />SUBJECT: #1818 Russell Lund Estate, 905 Tonkawa Road - Class III Preliminary <br />Subdivision • Resolution <br />Brief Reekw of Application and Planning Commission Recommendation <br />The application involves tlw two lot division of the 6.3 acre Lund Estate. Each lot well <br />exceeds the LR-1B area and lot width standards. The storage shed located at the proposed <br />division line ^hall be removed. The developed lot has excessive hardcover within the 250-500* <br />setback area within an 11.8% excess over the allowed 30%. There is 5.3% hardcover within <br />the 0-75’ setback area consisting of a small deck, sandbox and 10’ + wide concrete and asphalt <br />ramp. <br />The Planning Commission discussed the issue as to whether additional area should be <br />provided to offset the excessive hardcover in the 250-500’ setback area or require removals. <br />Members also noted that if additional area is taken within the 250-500’ setback area to support <br />existing hardcover this would encourage residential construction closer to the lake which would <br />also necessitate an average lakeshore setback variance approval. The Planning Commission <br />opted to allow the hardcover to remain with an 11.8% hardcover variance but asked that the <br />asphalt ramp within the 0-75’ and 75-250’ setback areas be removed as a condition of the <br />preliminary subdivision approval. <br />In recent conversations with representatives of the estate, the applicants agreed to remove <br />the asphalt ramp but voiced concern that there is still a need to provide access suirs down the <br />embankment control erosion once the area is disturbed. Staff reinspected the lakeshore area <br />and concurs that because of the existing topography there will be a great potential for erosion. <br />In the early development of this properly, the lakeshore bank was altered to provide access to <br />the shoreline. The excavated area now carries major surface water drainage from the upper <br />elevations to the lake. Special care must be given to the i^esign of any structure being placed <br />within the existing ramp area. Applicants have been advised to submit a plan addressing both <br />an access structure and erosion control prior to final plat approval. Applicants shall also provide <br />final hardcover facts for amended proposal. <br />Other conditions of approval dealt with removal of the tower/antenna structures and on <br />the property as original conditional use permit expires with the creation of new lot lines. Staff <br />was to review the base of the tower located within the kennel strucuire. Staff recommends <br />that six anchor bolts be removed to the level of the cement floor of kennel. <br />/
