In
fact, both groups unanimocsly votsd to classify flltsr fabric ss hardcover.
As a result, the Isndscspinv adjacent to the boulder wall would bring the
propertp over the allowed 2Si hardcover with the 75-250* aetback area and
in addition, provide hardcover within the 0-75* setback area whara none in
allowed.
lAeview Bxhibits K ft L, Cook's letter and sketch regarding the current
proposal. Once again, he calls attention to tha need to re-construct the
swale s!ong the south side of the house. It should also be noted that the
majority of work perforned within the lakeahore yard has been installed
within the flood plain of Lake Minnetonka. All work appears to be below
the 931.5 elevation. Not# the entire deck area and bouldara in the
lakeahore yard have been placed along the line of tha 931.5. The 75*
aetback line seems to be 5-S* west of the boulder wall along the lakeahore
of tha housa. Cook also notes that the pond construction sesM to provide
no significant improvexMnt to the quality or quantity of watar dischargad
to the lake.
Staff ITS r rsfii ixlstioa -
Prior to asking the current owner to submit additionsl informationt
regarding the current proposal, staff feels that it is the City's role to
first advise the applicant what improvement would be more consistent with
the City's policy regarding work within the lakeahore protected area and
flood plain. At this point, staff can recall no application that dealt
with the construction of a pond within the 75* setback area or within the
flood plain of Lake Minnetonka. The previous drainage plan called for a
awale that would continue and fan out withn the lakeshote yard based on the
final elevation of the swale along the south side of the property. Once*
again, the swale along the north side seems to be functioning the « ay it
was intended. As the elevations in the lakeshore yard appear to be more
graduated and tend to slowly drain to the lake.
w>::-• •• - : • • ' ' V.y
%
toiling Pile I
August 11, 191
The Plan
naw resident
approvablt in
X.
