The mining or excavations will take place in the wimer months. The peat material will be <br />immediately conveyed to Butterfield's nursery to the north far fn>m the wetland areas. The only <br />question that remains is the method or ty pe of equipment proposed to complete the excavations <br />d trans port off site. Staff has been advised that Butterfield will employ the ■ome methixl <br />approved in the 1989 review for Mr. Butterfield's application. The excavation is circular type <br />hole at a 6' maximum depth and 50' diameter resulting in the removal of approximately 200 <br />cubic yards of peat. Such 50 ’ wide excavations shall be made each winter season for a period <br />of ten years until the project is completed. <br />Suff notes that most of the findings made for the original conditional use permit approved for <br />Butterfield in 1989 are still applicable for this review. The excavation of open water areas <br />totalling .68 acres in the 150 acre wetland will have little impact on the ^*ctiand. In fact it <br />would create more positive benefits. The engineer in 1989 noted the following: wildlife habitat <br />would be enhanced, open water areas would provide sediment trap, varied design of slopes to <br />the open water areas would encourage more beneficial wetland/aquatic vegetation. The existing <br />over grown wetland provides little retention for runoff. It is questionable how r*ich treatment <br />takes place. <br />Issues for Consideration <br />1. Each year an excavation will be made removing 200 cubic yards of material. It has not <br />been made clear to the City staff what other types of land alterations shall follow the <br />excavations to insure that appropriate slopes and erosion control are maintained. When <br />will the final "touch up" excavations be made-at the time each 200 cubic yard excavation <br />is completed or in two or eight year periods.’ <br />2. What kinds of equipment will be used to carry or convey the peat material from the siic .^ <br />List the name of the method or type of equipment used to make the excavation for the <br />removal. <br />6. <br />How do we assure that the DNR standards for wildlife ponds are maintained during this <br />interim ten year period.’ <br />What of the safety issue-with the creation of 6* deep. 50' wide excavations out in the <br />middle of 150 acre wetland.’ Is temporary signage necessary to warn any trespassers? <br />Why are we asked to approve a project that will be extended for a ten year process? <br />This worked for Buttertleld's needs. This project could easily be completed in one <br />season. What are the benefits of e.xtending the project?
