ROLE OF REGIONAL AGENCIES • COUNTIES, METROPOLITAN COUNCIL <br />* Urge consolidation and streamlining of service delivery and benefits in <br />cofiimunities/counties. <br />* Support and actively participate in establishing human service councils that coordinate the <br />work of several communities and agencies in addressing issues and service delivery <br />problems. <br />Counties, through human service councils or other existing agencies, should identify at-risk <br />families or persons in need of job training or education. Programs should be developed <br />«Mch close gaps in existing “welfare** benefits to help provide stable homes fw raising <br />children. <br />ROLE OF CrnES/COMMUNTITES <br />* Make services and resources accessible at the neighborhood level. <br />* Use existing neighborhood-based groups to encourage informal problem solving and face- <br />to-face working relationships in addressing issues. Although groups such as Neighborhood <br />Watch or block clubs tend to develop around crime and safety-related issues, they can take <br />on expanded roles in community problem solving. <br />* Develop neighborhood resource centers where residents can gather, access resources, <br />receive counseling or get help with specific needs. Resource centers can be organized in <br />religious institutions, community centers, storefronts or other location which works best for <br />a neighborhood. <br />* Incorporate public safety concerns into community development efforts, with emphasis on <br />coirununiiy policing or “Safe City ” strategies. These strategies should be holistic and <br />neighborlKM^-based which include residents, schools and organizations working in <br />partnership with local governments to reduce crime. <br />a Urban Strategies Task Force Report 8
