Wolfe - Continued) <br />Mr. Wolfe commented that the City asked to install a drainage ditch six years ago which is <br />60-70’ from the shoreline. It buffers the shed though can be hazardous to children. Wolfe <br />said the problem is security He feeis the easement creates problems with trespassing <br />and theft, and the shed cases this problem. The shed houses the pump for his irrigation <br />system and electricity for the area. <br />Mr. Wolfe reported knowing he needed a building permit. He was of the opinion that the <br />builder had acquired the permit and had placed a public notice sign on his lot. Wolfe later <br />found out that no such permit was gotten, and the sign was probably stolen elsewhere <br />Schroeder noted that the applicant should not have to incur malicious security problems <br />suggesting a fence be erected in the area to help alleviate these problems. Schroeder <br />reported that a neighbor had received a variance for such a fence. <br />Nolan commented that security does not warrant a hardship in that security from intrusion <br />is not solved by a shed. Nolan noted there are other areas where the shed could be <br />located. Council members also said a lock box, which is about 4’x5’ and 4* high, would <br />serve the needs for the electrical and pump. <br />Peterson moved, Berg seconded, to deny Application #1895 tor an after-the-tact variance <br />for construction of a shed for Pat Wolfe at 2871 Casco Point Road. The shed is located on Dakota Rail right-of-way and built without a <br />permit. Ogland has agreed to move the shed bringing it to the zero setback. 10' from the <br />house which will preserve a large tree. Hardcover percentages need to be calculated. A <br />lot coverage variance is technically needed but is less than the 1500 s.f. allowed.
