ACTION comiu,u,..SEP 2 6 1994CUYOFDATE: September 23^^94ITEM NO.:) <br />?ed:Agenda Section: <br />City Adminisiraior’s Report <br />Police Officers <br />ig the results of the part-time police <br />e for hire are Neil Melton and Bill <br />Jd (one male and one female) have <br />ent offers to be made to Neil Melton <br />tckground investigation and physical <br />I Persell as part-time police officers <br />i investigation, and physical and <br />September 23, 1994Ron Moorse, City Administrator <br />Steve Sullivan, Chief of Police <br />Authorization Requested to hire <br />two part-time police officers <br />The long process is finally over and you and I have agreed <br />on the top two finalists to recommend to the council to be hired <br />pending the successful completion of a physical and psychological <br />exams which are mandated by state law. <br />The first choice is Neil Melton who currently is the <br />director of the Center for Criminal Justice and Law Enforcement. <br />That school is where the pre-service basic police skills are <br />taught to future police officers. He has been a full-time <br />instructor there for the past eight years. Prior to that, he was <br />a full-time police officer with Bloomington Police where he <br />served as a patrol officer, field training officer, and <br />detective. He also served in Viet Mam in a military police unit. <br />He has an excellent background of experience and training. <br />The second choice is Bill Persell who has worked as a part- <br />time officer for Oak Park Heights for the past ten years. He has <br />performed 700-800 hours of uniformed patrol each year. <br />Additionally he has worked nine years at the Minnesota State Fair <br />doing uniformed foot patrol during the twelve days of the Fair <br />each year. Mr. Persell previously volunteered as a police reserve <br />for five years in Hew Brighton and five years in Minneapolis. He <br />also served seven years with the Army National Guard and was a <br />training NCO. He has solid experience doing exactly the type of <br />general patrol that would be expected here in Orono. <br />There were two other finalists who interviewed well and had <br />good previous experience. David Rodriguez withdrew from the <br />process when we asked him to complete the background <br />investigation packet. Denise Gilbertson accepted a full-time <br />position with the St. Paul Police Department. The other four <br />finalists we did not feel were suitable for employment at Orono <br />for a variety of reasons. <br />I request that we ask for conditional approval from the <br />council to hire Neil Melton and Bill Persell pending the <br />successful background investigation and completion of physical <br />and psychological tests. <br />Once these two finalists are hired, we will have an <br />est2d>lished eligibility list we can use during the next two years <br />should additional openings occur. There are eighteen applicants <br />who will remain in that list.
