PROJECT TYPES <br />md^ D6• <br />a) Added to operating expense and paid by an increased rate or <br />surcharge to existing users (such as on sewer or water billinas) ; or <br />b) Specially assessed to existing users on the same basis as new <br />construction would be assessed. <br />22. System Replacements For Increased Capacity. When an existing <br />system must be enlarged to accommodate increased use or capacity the <br />replacement cost should be divided as follows: <br />a)1 he total replacement cost should be assessed against new <br />development when the replacement is required solely to permit <br />such new or future development. <br />The oversizing cost should be assessed against new development <br />and the cost of replacement in-kind may be assessed against the <br />existing users when an otherwise requirement replacement is <br />oversized to accommodate future development. <br />23. Improvements Within New Developments. All on-site and of f-site <br />improvements necessary to accommodate private land development will <br />normally be installed and financed privately by the developer and not <br />by the Ci ty as a public project. Exceptions to this policy would allow <br />public improvement and special assessment only as follows; <br />a) Only upon petition by the developer. <br />b) Only if the Council finds a general public benefit to be gained by <br />constructing the project as a public improvement, such as: <br />1) Improvements that benefit other than developer's property. <br />2) Improvements would have had to be installed as a public project <br />even if the development was not occurring. <br />3) Improvements are an extension or continuation of an adjoining <br />public project. <br />4) Improvements within the development must be oversized or <br />otherwise changed to serve property outside the development.
