the assessed units shall be a whole number determined by rounding <br />down if the calculated number is .25 or less, and rounding up if <br />the calculated number is .26 or more. <br />16. Future Unit Determination - Vacant Properties. Vacant property <br />shall be assessed units based upon roning analysis of allowable use and <br />allowable density. Normally a vacant lot will be assigned a minimum <br />of one unit. Multiple units will be assigned based on potential <br />development to but not in excess of allowed zoning density determined <br />by both lot area and minimum required lot width fronting on the current <br />improvement. Where large tracts of land would require subdivision <br />and extension of future streets and/or future lateral utilities to <br />serve all the mathematically possible units, only those existing or <br />future units directly fronting on or served by the current improvement <br />will be assessed for the project. Unbuildable lots or outlots will <br />not be assessed for "unit” charges. <br />17. Front Footage for purposes of calculating assessment formulas <br />shall be determined as follows; <br />a)Typical frontage shall be the actual platted or measured lot <br />width measured at the front ...ot line abutting the street being <br />imoroved. <br />A minimur. frontage charge of 53 feet shall be assessed to <br />benefitting lots of unusual shape ot configuration such as pie <br />shaped lots on curves or cul-de-sacs ot back lots served only by <br />easement or narrow driveway areas. <br />Corner lots or through lots fronting on two or more streets being <br />improved shall have frontage measured as follows: <br />1) For curb, gutter, and/or-street improvements frontage charged <br />shall be the full width of the widest side plus one-half the width <br />of the other side(s). <br />2) For sewer, water ot other utility improvements frontage <br />charged shall be the full width of the widest side along which the <br />improvement runs. No charge shall be made for frontage on the <br />other side(s) unless the lot is subdividable and service is being <br />provided for two or mote units. <br />In cases where curb, gutter ot street improvements extend only <br />part way along the benef itted property, the frontage charge shall <br />not exceed the minimum 50 feet charge, or the actual length of the <br />improvement, whichever is greater. <br />e)In cases where sewer, water or other utility improvements extend <br />only part way along a benefitted property, the f^o"tage charge <br />shall still be the minimum 53 feet charge or the acutal lot width <br />not to exceed the minimum requited width of lots in the zoning <br />district, whichever is greater. <br />18.
