MINUTES OF THE CITY OF ORONO PLANNING COMMISSION MEETING HELD ON JUNE 20, 1994 <br />9 I <br />. <br />J <br />(/^5) ;^1938 DOUG OLSON, 537 PARK LANE - VARIANCES - PUBLIC HEARING <br />Doug Olson was present. Chair Schroeder noted that the Certificate of Mailing and the Affidavit <br />of Publication were on file with the City. Mabusth reviewed the proposal and the variances <br />requested. She reviewed the existing hardcover on the property and noted that the applicant was <br />requesting a 4.7% hardcover variance in the 75-250 setback area. <br />Discussion ensued regarding the distance of the proposed house from the top of the b v.if and <br />the setbacks of other houses in the area from the top of the bluff. It was noted that some ot the <br />houses are built within the bluff. <br />Lindquist commented he would like to see the house moved back 10 feet to put the d^k farther <br />away from the bluff. Rowlette commented she would like to see hardcover at -5 /c. Discussion <br />ensued regarding the size of the house and the deck and garage. It was felt that the house <br />should be moved closer to the street which would reduce the amount of the hardcover because <br />the driveway would be reduced in length. <br />Doug Olson asked if it would be possible to vacate some of the right-of-way and Mabusth <br />responded that it was unlikely until the City Comprehensive Storm Water Plan is completed. <br />Mr. Olson stated he did not have a problem moving the house 10 feet away from the blu . <br />Discussion ensued regarding the decks and whether they could be reduced and Mr. Olson stated <br />he was not willing to remove them. <br />Chair Schroeder commented that given the results of the discussion, he felt the changes <br />recommended by the Planning Commission were too conceptual to forward the application to <br />the Council without theii .viewing it in it’s final form. He recommended that they table the <br />application to allow the applicant to make the recommended changes to the plans. <br />Discussion ensued regarding the changes recommended. The Planning Comrnission <br />recommended that the plans reflect the house being moved 10 feet from the blutf, the hardcover <br />area in the 0-75 setback area at 1.4% and the hardcover area in the 75-250 setback area not to <br />exceed 26% to 29%. The Planning Commission also recommended a 6’ setback from the street. <br />Chair Schroeder stated that the Planning Commission wants to see the final plans before the <br />application is sent on to the City Council. <br />It was moved by Rowlette, seconded by Lindquist to table #1938 Variances for Doug Olson, 537 <br />Park Lane, to allow him to make the recommended changes to the plans. Ayes 7, nays 0. <br />(#6) #1939 TIMOTHY OTTEN, 425 TURNHAM ROAD - VARIANCE - PUBLIC <br />HEARING <br />Timothy Otten was present. Chair Schroeder noted that the Certificate of Mailing and the <br />Affidavit of Publication were on file with the City. Mabusth reviewed the staff report and t e <br />hardships of the property which make it difficult to construct the garage within the required <br />setbacks.
