The <br />drainage in this area has been a problem for 20 years or more. The purpose of this report <br />is to define several options for the improvements and provide estimated project costs to <br />determine project feasibility. The project will require permits from the Watershed and <br />DNR. <br />Project Description <br />The existing drainage way appears to have been pieced together over time as development <br />occurred. The storm sewer lines are of various sizes and don’t seen to have a consistent <br />direction of flow. The Hooding of Kelly Avenue occurs annually and the street is impassible <br />during certain periods of time. This results in an inconvenience to the neighborhood that <br />can be eliminated <br />The vegetation in the ponding areas between Kelly Avenue and Carman Road make it <br />impossible for the water to recede in a reasonable amount of time. The proposal here <br />would be to reduce the amount of time water stands over Kelly Avenue. The project would <br />not eliminate standing water because the elevation of Kelly Avenue in this area is only 1.5 <br />feet above the ordinary high water level for Lake Minnetonka. <br />We have identified four options for constructing an outfall line as shown on Figure 1 . <br />Option A - Provides for construction of storm sewer following Kelly Avenue from the Kelly <br />pond to the Carman Cove Pond. This option results in a 20 foot deep excavation on Kelly <br />Avenue to provide gravity flow. The advantage of this option is that the work can be <br />completed on the street right-of-way. <br />Option B - Provides for construction of storm sewer that follows the natural drainage way. <br />This route is across private property and will require some tree removal. The depth of <br />excavation is minimized by following the perimeter of the wetland area. <br />Option C - Provides for replacement of the existing culverts and drainage tile in the area. <br />This drainage route again follows the natural drainage route. This option would require <br />excavation in the wetland area to create more open water and assure positive drainage. <br />Option D - Provides for construction of storm water pipe between the ponds. This option <br />utilizes the ponds for water quality improvement as does option "C". This option utilizes <br />the best features of the other options. <br />" i <br />612-636-4600 <br />•*. ___.•
