Mayor and City Council <br />Ron Moorsc, City Administrator ^ ^ <br />July 8. 1994 <br />Subject: Council Update <br />Old Crystal Bay Road Bike/Hike Trail. I have developed a draft cooperative agreement <br />for the constniction of the bike trail that reflects the phased development of the trail and <br />the sharing of costs between the City and Hennepin Parks. I will be meeting again with <br />Doug Bryant to review the draft agreement. The draft agreement will then be provided <br />to Council for review. <br />Spring Park Police Contract. The Spring Park City Council at its July 5 meeting <br />our proposal for the provision of police services. All five members of the <br />Council are su^witive of renewing the contract. They plan to take action on the contract <br />at their first meeting in August. I plan to contact Mayor Rockvam to encourage the <br />Spring Park Council to consider a multi-year agreement. <br />Highway 12. <br />A. Based on direction at the June 21 work session. Charlene Zimmer will provide <br />additional information regarding the impact of turn lanes on County Road 15. <br />She will also research the question of the avenues available to Mn/DOT if a city <br />vetoes the corridor alternative selected by Mn/DOT, Charlene indicated that from <br />her experience the avenue open to Mn/DOT was to have the Metropolitan Council <br />make the determination. This process is an arbitration type process in which each <br />party makes its case to the Metropolitan Council and the Met Council makes a <br />determination. Charlene will determine whether this option is available to <br />Mn/DOT for this project. <br />B. Valerie Reinaas has notified me that Barton-Aschman, the traffic moiling <br />consultant, will be sending socio-economic information to the City for review to <br />ensure it is accurate before plugging it into their traffic model. <br />Personal Watercraft Ordinance. The LMCD has developed a personal watercraft <br />oidinance for l.akg Minnetonka that would go a long way towards solving the problem <br />on Long Lake (please see attached). However, the DNR has indicated they do not <br />support the ordinance because it is too restrictive. Since the DNR has jurisdiction oyer <br />Long Lake, they will not approve that oidinance. Joe Lynch, the Long Lake City <br />Administrator, and I will meet with the DNR and the Hennepin County Water Patrol to <br />discuss what could be an accepuble solution. <br />Lasher Landing. The LMCIT is representing the City in this action. They have made <br />an initial response to the suit (attached). John Gerhardson and Mike Gaffron have <br />identified 36 similar accesses to Lake Minnetonka in Orono. John is in the jwocess of <br />locating these on a map and providing a short description of how each is used.
