* <br />yf.. ♦J'. v-V <br />' ;i* <br />Ceil Strauss March 23, 1994 <br />Page 2 <br />j- <br />I <br />The change to a Natural Environment lake classification for these two basins resulted in a more <br />than five-fold increase in strucmral setback requirement and doubling of the required septic <br />system setback. However, the nature of these two basins is so unlike that of the typical lake <br />basin, that justification of the increased setbacks has been extremely difficult. <br />Following is a paragraph characterizing each of the three French Lake basins: <br />Sewage Lagoon: <br />• NWI classification: PUBKGx <br />• Area: 16 acres approximately <br />• Description: Rectangular basin 700’ x 1000’, depth below outfall <br />approximately 3-4’ but watershed may be too small to sustain significant <br />open water depth; has never been dredged to remove sewage sediments; <br />was constructed ca. 1962, ceased operation ca. 1982; currently contains <br />significant emergent wetland vegetation; is intended to be preserved by <br />City as a namre/wildlife area with perimeter hiking trail. <br />North Basin: <br />NWI Classification: PSSl/EMC; PEMC <br />Area: 82 acres approximately <br />Description: No open water except in remnants of ditch system (pre- <br />1950s); wetland types include Type 3 (east, southeast quadrants) Cattail <br />Marsh, and Type 6 Shrub Swamp (west halO containing many dead 6" - <br />10” mature trees which likely were affected by construction of sewage <br />lagoon ca: 1962 (wliich may have somewhat raised the water table). <br />Compare the 1955 and 1989 air photos enclosed. <br />South (Main) Basin: <br />NWI Classification: UUBH; PEMlFd <br />Area: 100 acres approxlma;«.iy (of which approximately 23 acres is open <br />water) <br />Description: Open water basin, drmh unknown, surrounded by cattail <br />marsh (Types 3-5); fioating bogs common; distinct natural channel <br />outlening to Crystal Bay, Lake Minnetonka.
