V <br />5. .Tninr. Adv-^nrv Committee. Each Contract City may appoint <br />two volunteer members to a joint advisor^' committee and the <br />name of such appointees shall be furnished to the City of <br />Orono Administration. The Joint Advisory Committee shall meet <br />periodically to discuss and make recommendations regarding <br />concerns or problems identified regarding the provision of <br />police service, and to periodically review budget updates. <br />The Committee will meet prior to August 15 to review and <br />provide input regarding the proposed Police Department budget. <br />Any Contract City may request a meeting of the Joint Advisory <br />Committee. Upon such request, Orono will promptly schedule a <br />meeting. <br />6 Officers. Employees of the City of QrQPo,..- Officers <br />assigned to duty in the Contract Cities snail be police <br />officers of the City of Orono. The City of Orono shall assume <br />all cbligations with regard to workers compensation, PERA, <br />withholding tax, insurance, etc. arising from the employment <br />of such officers. The Contract Cities shall not be required <br />to furnish any fringe benefits or assume any other liabil-.ty <br />of employment to any officer assigned to duty within the <br />Contract Cities unless a Contract City employs officers <br />directly, independent of this agreement, to provide special <br />law enforcement services in the Contract City. In such event, <br />all obligations and liabilities with respect to employment of <br />special law enforcement officers shall be the complete <br />responsibility of the Contract City. No such direct <br />employment shall be entered into by the Contract City without <br />first obtaining written approval of the City Administrator of <br />the City of Orono which approval shall not be unreasonably <br />withheld. <br />7. Fnforcement Policies. Enforcement policies within the <br />City of Orono shall prevail as the enforcement policies within <br />the Contract Cities. The enforcement philosophy and general <br />enforcement polices of the City of Orono shall be provided in <br />writing to the Contract Cities. <br />8, Enforcement of Ordinances of the Contract; Cities .. The <br />City of Orono officers assigned to duty within the Contract <br />Cities shall enforce the Ordinances of the Contract Cities <br />including without limitation liquor ordinances. <br />Page 5
