Nolan stated he felt that the <br />topography between the house and the lakeshore should be looked at by the City <br />Ettgiacer because it was a very sensitive area. He commented that the City does not <br />normally allow any grading within the 0-75' setback area. <br />It was moved by Nolan, seconded by Peterson, to recommend approval of #1929 <br />variances for Alonzo B. Scran, III at 4099 Highwood Road, to allow replacement of the <br />principal structure subfect to approval of am integrated drainage plan. Ayes 5, nays 1. <br />Rowlette steted she would have preferred to have discussed some hardcover removal in <br />the 0-75 ’ setback area. <br />(#13) #1930 MARGARET B. COST, 253 BROWN ROAD SOUTH • VARIANCES - <br />PUBLIC HEARING <br />Chaur Schroeder noted that the Certificate of Mailing amd the Affidavit of Publkatioo <br />were on file with the City. Mabusth reviewed the staff report. Margaret Cost and Clark <br />Easier, the architecL were present. Nolan inquired what was the grade of the driveway <br />and Mr. Engler responded that it was 9%. <br />Chaur Schroeder noted that this was a public hearing. Adrian amd Pam Kearney, 265 <br />South Brown Rcmd, were present amd Mr. Keamiey stated they were concerned about the <br />driveway's setback from their properly line and feh the applicant could reduce the size of <br />the house to meet the setback so the variance would not be required. They were also <br />concerned about the preservation of the trees located in the vicinity of the proposed <br />septic site which fHovide the only screening between their house and the prop^d <br />structure. Mr. Kearney feh that a smadler house would require a smaller septic system. <br />They were abo concerned about the driveway and he noted that the County Department <br />of Transportation had stated that they would like to see the existing entrance cl^d off <br />and a shared entrance created. He stated they would like to work with the applicant to <br />retain as much of the existing circle as possible and preserve some of the trees. <br />Discussion ensued regarding sight distances and possible means of access for both <br />properties. Chair Schroeder commented that the separate driveway had been approved <br />so the Commission could not address that issue, but be felt that the applicant and the <br />Kearney ’s could work together to resolve this. <br />Pam Kearney stated they feel there is a great deal of erosion which has occurred on the <br />east side of the property which may have created a bluff situation.
