In September of 199?. the City approved a similar vanance allowing total <br />area of accessory structures on the property at 10,633 s.f. where 10,98,i.S <br />s.f. had existed. The current application proposes total accessory <br />structure area at 10,793 s.f. <br />C. The applicant had advised the City in the fall of 1993 of the immediate <br />need to insull a sophisticated security system on this property involving <br />installation of a guardhouse at a strategic location to the entrance. <br />D The City of Orono ’s police records reveal several instances involving <br />intruders on the property, property damage and other instances that must <br />remain confidential but are of record at the Orono Police Department. <br />E. Municipal ordinances of the City do not provide for an abbreviated review <br />for such emergency situations that would have allowed the City to issue <br />a building permit to cxpiedite construction of the guardhouse. <br />F The City Council and the Orono Building and Zoning staff were made <br />aware of this entire matter in the fall of 1993, prior to the installation of <br />the guardhouse. <br />The City Council finds that the conditions existing on this property are peculiar <br />to it and do not apply generally to other property in this zoning district; that <br />granting the variances would not adversely affect traffic conditions, light, air nor <br />Mse a fire hazard or other danger to neighboring property; would not merely <br />serve as a convenience to the applicant, but is necessary to alleviate a <br />demonstrable hardship or difficulty; is necessary to preserve a substantial property <br />right of the applicant; and would be in keeping with the spirit and mtent of th.j <br />Zoning Code and Comprehensive Plan of the City. <br />5 The Citv Council has considered this application including the findmgs and <br />recommendations of die Planning Commission, reports by City staff, comments <br />by the applicant and the effect of the proposed variance on the health, safety ana <br />welfare of the community. <br />4. <br />Page 2 of 4 <br />fym
