The existing hardcover now includes patio and retaining wall area at 551 <br />s.f. <br />In 1982 the applicants were issued a building permit for a 44’x22’ detached garage under <br />the allowed 1,000 s.f based on the former code requirements. If hardcover reviews were as <br />sophisticated as they are today, this garage with additional paving would never have been <br />allowed without the required hardcover variance. <br />Statement of Hardship <br />Please review applicants’ hardship statement on face of application. Applicants note that <br />the proposed addition will be placed over an existing paved cement area and patio. Staff does <br />not remember a patio area. If this is the case, there may not be a increase in hardcover for the <br />proposed addition but merely an intensification of structural hardcover. Applicants have <br />provided floor plans noting the unsafe condition of current use of existing access and potential <br />for falling down stairs to basement. <br />Issues for Consideration <br />1. <br />2. <br />3. <br />How shall we deal with the hardcover excesses? Applicants show no removals. <br />In order to offset the additional structural hardcover, applicants should be asked <br />to remove the two separate sheds at a minimum, review Exhibits E 2-3. Are <br />there other hardcover improvements that could be considered for removal? What <br />about blacktop area? Can that be trimmed back? We must have a reduction in <br />hardcover. <br />Section 10.60, Subd. 13 requires oversized boats in excess of 20’ must be stored <br />within a stiucture or offsite. ^ code only allows boats less than 20’ to be stored <br />on a residential property. ^Based on the survey, it would appear that the large <br />boat is stored within the City’s right-of-way. As the City has received no <br />complaints on the storage of this boat, it may be helpful if boat could be relocated <br />next winter to a less conspicuous location. <br />What are the applicants’ plans for the second residential rental unit on property? <br />How long will the use continue? Remember the City required the legal <br />combination and that prior to 1980 the house was on a separate lot. <br />4.Once again, what are we going to do about hardcover? Lot coverage is not an <br />issue.
