The 250.5 s.f. of gravel area not included in the original <br />hardcover inventory by surveyor must be removed or added to existing hardcover. Only 539.7 <br />s.f. of gravel driveway area can be included as a legal reduction. Applicants may be asked to <br />further reduce gravel hardcover within 250-500 ’ setback area. Another concern was that a large <br />oversized boat was parked within the right-of-way and not within the boundaries of applicants’ <br />property. Planning Commission conditioned approval on the boat being relocated in a less <br />conspicuous location on the property next fall. It was also noted that there is a great deal of <br />exterior storage within the yard and asked that large garage be used for storage. Applicants also <br />noted the desire to install a privacy fence. The privacy fence must be located 35 ’ in from street <br />lot line of lakeshore lot (privacy fence cannot be placed at street lot line as Loma Linda is not <br />considered a major thoroughfare, MSA funded or county road). <br />There is an increase of 80.5 s.f. of strucmral hardcover on the property. New entry addition <br />= 320 s.f. with removal of 239.5 s.f. or two storage sheds. Lot coverage is proposed at 12.5% <br />where 15% would be allowed. <br />Please review the enclosed staff memo dated Isiya ^ry 12th for more detail on this review that <br />includes the history of the land use applications and building permits issued to the property. The <br />hardcover facts listed above reflect the application as amended by the Planning Commission <br />recommendation. <br />The Planning Commission recommended approval but required the removal of a shed within the <br />75-250’ setback area and specific areas of gravel driveway located within 250-500 ’ setback area. <br />The enclosed approval resolution has been drafted per the findings and conditions of the <br />Planning Commission approval and includes the notice to the applicants that the second <br />residential structuic on the pioperty requires City approval before a building permit can be <br />issued for strucmral alterations or improvements. Staff has also included a deadline of June 1, <br />1994 for restoration of all dismrbed area with namral ground cover. Council should decide if <br />additional hardcover removals are required within the 250-500' setback area and if so, the <br />resolution can be amended. <br />COUNCIL ACTION REQUESTED: <br />To adopt or amend the enclosed approval resolution. If application is to be denied, staff will <br />draft a denial resolution for formal action at your February 28th meeting.
