(a <br />TO: <br />FROM: <br />DATE: <br />SUBJECT: <br />Mayor and City Council <br />Ron Moofse, City Administrator <br />January 19, 1994 <br />V / %lAuthorization to Initiate Process for Ilirinf Two Part Time Police w <br />Background <br />The police departmcitt has employed part time ofrrccrs for the past four years to fill gaps in the <br />patrol schedule, such as those caused by vacations and sick leave, and to respond to requests for <br />special services. The number of part time officers was increased from one to three in 1992 to <br />increase the availability of part time officers. The part time officers generally work one or two <br />8 hour shifts per week subject to need and subject to their individual availability. The three part <br />time officers each have other positions m the public safety field, cither full time or part time. <br />Over the past year, two of the three part time officers have had limited availability. This has <br />caused tte third officer to work a larger number of hours, sometimes 30 to 40 hours in one <br />week. It is preferable, both from the city’s perspective and from the part time officer <br />perspective, to limit the scheduling of individual part time officers to one to two shifts per week. <br />Recommendation <br />It is recommended that in order to increase the availability of part lime officers to cover open <br />shifts, and to enable the work hours to be spread more evenly among the part lime officers, two <br />additional part time officers be hired. The addition of two part time officers docs not require <br />an increase in binding for part time officers. The part time officers will be scheduled within the <br />current budget amount. <br />Council Action Requested - Motion to authorize the initiation of a process to hire two new part <br />time police officers.
