The formal conditional use permit <br />application would required certification of areas by a surveyor. <br />Staff would add that under the formal application the City would <br />be looking for building area controls and exterior material <br />controls for future construction of the single family residential <br />units in order to protect the current existing twin home <br />residences and the integrity of the original Navarro plat. The <br />City Attorney has confirmed staff's direction to the applicant <br />regarding what the formal application should involve - a <br />conditional use permit to amend the original PRD of Navarro; and <br />upon confirmation from the surveyor of the areas of existing <br />development in relation to undeveloped areas, the possible need <br />of a density variance. <br />Planning Commission should advise applicant of any concerns as to <br />the change in the mode of development, density issue, any other <br />controls outside of the building area for the single family <br />residences and exterior materials control - other issues that <br />Planning Commission feels should be addressed by applicant. <br />Applicant is hereby advised that once the mode of development has <br />been approved with the conditional use permit, that he would no <br />longer be able to return to a twin home development. Applicant <br />may also wish to reconsider the placement of the single family <br />units, it may be more advisable to place a twin home within pads <br />7 & 8 within Block 1 rather than a single family residence as all <br />the other units within Block 1 have been developed as twin homes. <br />Applicant must make these final determinations at the time of the <br />formal application. Please remember, our job is not to deal with <br />the marketability of single family mixed twin home uses. <br />There is no formal recommendation required by the Planning <br />Commission, merely provide conceptual direction to the applicant. <br />If members have major concerns with the planned change of <br />development of Navarro, they should advise the applicant right <br />now. In fact. Planning Commission may wish Council to confirm <br />conceptual direction to applicant prior to the filing of a formal <br />application since much of the final changes of the original <br />Navarro plat were made at the Council level.
