In Coon Rapids' LDR-1 <br />residential district, similar to our 2 and 5 acre zones but with <br />% maximum density of 3 units per acre which is 1/3 acre zoning <br />essentially, their maximum building height standard is 35' for <br />principal structures. Woodbury also allows, in their R-2 zone, <br />which is equivalent to our 2 and 5 acre zones, a maximum buildxng <br />height of 2 1/2 stories or 35'. Woodbury's R-4, which allows <br />platting of lots do%m to 10,000 s.f. and also allows for duplexs, <br />townhouses, and quads, allows a maximum height of 3 stories or <br />40'. Presuming that all of these cities follow the standard <br />definitions for height in the Uniform Building Code, it would <br />seem that Orono's existing 30' height standard may be <br />comparatively somewhat restrictive. <br />However, upon discussions with the Building Inspector, there <br />are very good reasons why the City should not increase to a 35' <br />defined height. Those reasons relate to fire safety. If we were <br />to adopt a regulation allowing 35' or 3 stories, it is likely <br />that the local fire department;^ w<<uld not be able to reach the <br />third or top story in such structures. The 4 local fire <br />departments typically carry a 24' ladder which they feel will not <br />give them access to a third story. From the standpoint that 2 of <br />the fire departments serving Orono have ladder trucks and 2 do <br />not, it would not seem appropriate to increase the maximum height <br />of residentlol buildings to a point that they are not accessible <br />to fire fighters. <br />Staff would feel most comfortable in retaining the existing <br />30' maximum building height limitation and continue the <br />enforcement of that code per the UBC definitions of building <br />height.
