Zoning Pile #1478 <br />November 14, 1989 <br />Page 2 of 4 <br />Section 10.61, Subdivieion 10 - Parking requirements for <br />professional offices. One space per 200 s.f. of floor area. <br />No specific standard established in code for clinic. <br />Beview of Applicatl<m * <br />The applicant seeks approval of a conditional use permit to <br />install a small animal veterinary clinic within the subject <br />structure. No additions to existing structure are proposed. <br />Applicant proposes use of existing parking area providing 6 <br />stalls, 4 to rear and 2 within front yard area (refer to Exhibit <br />G). <br />Staff has reviewed the files noting that the structure has <br />housed a ba:t shop, realty office and currently a professional <br />office builuing over the past 8 to 9 years. It would appear that <br />all the improvements for these uses have been Installed without <br />the benefit of commercial site plan review. All uses were <br />permitted uses under the B-5 code requiring no more than a zoning <br />certificate of occupancy for each new use. <br />The engineer and staff have reviewed the site and found the <br />front 2 parking stalls meet the required area and maneuverability <br />standard (note: no backing out onto Shoreline Drive as previous <br />owners have allowed). The 4 rear parking stalls do not meet the <br />required length for backing out maneuvers. Although the City <br />Engineer's report has not been received as of this writing, it is <br />staff's recommendation to expand the black-topped parking area to <br />the east providing the 33ij'-25' of required length. It will be <br />necessary to expand the parking lot along the east and south side <br />of the rear parking lot. The parking stalls should all be <br />designated with stripes. "No Parking" signs must be posted along <br />entrance to rear parking lot. <br />Per Section 10.61, Subdivision 10, the proposed veterinary <br />use is most closely aligned with professional offices. The <br />Planning Commission is welcome to review Section 10.61, <br />Subdivision 10 to determine if there is another use more similar <br />in determining required parking sta'ls. Please note that there <br />are only 2 exam rooms for the current proposed level of use. <br />Based on the ratio of 1 stall per 200 s.f. of floor area, the <br />parking requirements are as follows: <br />1,764 s.f. of total floor area <br />- 265 s.f. (reduction of 15% for storage area, etc.) <br />1,499 s.f. net floor area <br />1,499/200 ■ 7.49 or 7 spaces
