The City <br />Engineer provides the following response: <br /> <br />“In the Mr. Ryan’s letter titled “Ditch Restoration”, the applicant insinuates that the erosion suffered by <br />this property was the result of the 2016 Road Project. City staff does not concur with this assertion. The <br />road and associated utilities were reconstructed in the joint project with the City of Long Lake. However, <br />the culvert that connects the ditch-way on both sides of the road was replaced with a pipe of the same <br />diameter and at the same elevations. The stabilization material placed at the outlet was installed to <br />mitigate any erosion for the exposure of those soils during construction. The more likely cause of the <br />erosion damage within the ditch bank on the applicant’s property was the runoff from the record <br />precipitation events in the years following the project. The erosion issues on the property were then <br />exacerbated by unpermitted land alteration activities on the site which exposed soils to erosion.” <br /> <br />The City did agree, in principle, to provide some rip rap (large rocks) at the outlet of the culvert, <br />approximately 5 yards of material. City Staff did not agree to provide rip rap for private improvements. <br /> <br />8. Staff Recommendation. Planning Staff recommends approval of the preliminary plat subject to the <br />City Engineer’s requirements. Staff further recommends that the applicant be required to remove the <br />downstream sediment resulting from the recent grading work to the extent possible and obtain the proper <br />permits for the drainage creek reorientation. Erosion control measures should be installed prior to the <br />work and be maintained throughout the duration of the project until vegetation is established. <br /> <br />COUNCIL ACTION REQUESTED <br />Move to adopt Resolution No. 7425 attached as Exhibit A, following staff’s recommendation. <br /> <br />Exhibits <br />A.
