The rate of growth in <br />the western portions of our City has created a major need for <br />increased electric capacity. <br />The property is surrounded by a railroad on the north* <br />wetlands to the east* county road to the south* and the Hunt Farm <br />residential development to the south. The majority of the 15 <br />acre site is wetlands. The substation consists of a single <br />transmitting power at 50* in height* generator and transmitter <br />structures at approximately 15' in height* and adjacent power <br />line substructures at 15-20' in height. The total complex (refer <br />to Exhibits G & J) is shown at 69'xll4' on Exhibit G and 65 xllO <br />on Exhibit J. The substation will be placed on approximately the <br />same site of the original house. It would appear that the <br />existing drive will be used to serve the substation. Both <br />Exhibits G * J suggest that power lines will be leaving the site <br />via the north connecting to existing power lines that ^un <br />adjacent to the railroad right-of-way. Applicant should confirm <br />if there is just a single power line leaving the substation or if <br />others are proposed. <br />As this use is proposed in our large lot rural area* staff's <br />concerns have been centered on the issue of impact upon the <br />adjacent or nearest residential properties. The following <br />questions and issues need to be answered or resolved by the City <br />prior to approval: <br />1. Noise impact. <br />A) What kinds of sounds (frequency and intensity) are <br />omitted from substation while in use - will adjacent <br />residences 150' away be able to hear when in use? What <br />kind of maintenance is involved with substation use? <br />a) What types of vehicles are to enter site? <br />b) Schedule of maintenance or inspections? <br />Visual impact. <br />A) Existing drive to serve substation is located <br />immediately opposite the residence on the south side of <br />County Road 6. The drive to serve substation can be <br />moved 175-200' eastward to reduce visual and noise <br />impact on residence. Applicant to confirm if this is <br />feasible.
