Kumlin, on June 26, 1986, filed a forma subdivision application with the City for approval of a three lot plat of property legally described as Lot 2, Block 1, Poxwood, Hennepin County Minnesota, (hereinafter "the property"); and mniREAS, after due published and mailed notice in accordance wit Minnesota Statutes 462.358 et. seq. and the City of Zoning an Subdivision Codes, the Orono Ple-ning Commission held a public hearing c July 21, 1986, at which time all persons desiring to be heard concernin this application were given the opportunity to speak thereon; and WHEREAS, at their regular meeting held on August 11, 1986, th Orono City Council considered the subdivision application of Dennis F Kumlin, (hereinafter "the applicant"), citing the following findings: FIHDIMGS i:.-4m o-;;?rnMmmm 1.
