The payments currently assessed <br />against this propem- involve the 1989 Highway 12 trunk sewer and water improvements. There <br />ar^c additional improvements proposed next year within this sewer and water district. Once the <br />number of units have been determined to meet the need? of the proposed use on Outlot E. the <br />owner should advise how many units he wishes to assign to applicant’s property as part of sale <br />agreement. Applicant may wish to keep all 44 units for Outlot F. In this case, the City’ will <br />directly charge the future ow'ner sewer and water units. <br />General Comments on Proposed Site Plan <br />It would appear that all required setbacks for proposed improvements have been met. <br />It is difficult to comment on the traffic design and flow on site as we are not certain as to where <br />access will be coming from. We must question the car wash. Is it the intention of the applicant <br />to have a car w ash for the general public use or is this just for the clients of the facility'? Car <br />washers are usually assessed several sewer and water units. The location of the car wash may <br />be an issue later in the more formal review. <br />Issues for Resolve <br />1. Is the use pennitted based on the purpose/intent of the B-1 Retail Sales Business <br />District and per the recommendation set forth in Comp Plan Amendment No. 2 <br />for this area (Property No. 4. Exhibit U? <br />2. If the use is found compatible with the B-1 zoning district, the follow ing matters <br />must be resolved by current owner of property before a formal conditional use <br />permit application can be accepted by the City'; <br />a. Subdivision of property’ redesignating outlot to a lot and defining of a <br />fumre cast/west road. <br />b. Rezoning of 55 ’ RR-IB parcel to B-1. <br />3. <br />c.Resolve of temporary access to this property' it the frontage road is not <br />installed to north at this time. <br />d.
