MINUTES OF THE ORONO PLANNING I'OMMISSION <br />NtEETlNG HELD ON OCTOBER 17. \<)94 <br />SKETCH PL,\N <br />(S16) 1197S WESTONKA IM ERVFMTON PROJECT, 2380 SIlADYWOOD <br />ROAD - SKETCH PLAN PROPOSAl NO PUBLIC HEARING REQUIRED <br />Valerie aiui Dan Hessburg, Executive Directors of Wesionka Intenention Project, uere <br />prescm. <br />Mabusth reported the applicant has tiled a sketch plan application requesting a zoning <br />amendment to allow a residential shelter for battered women and their children Orono’s <br />single family residential zoning does not permit such use nor does its commercial zones <br />Suppon IS being sought from the Planning Commission to amend the zoning code, which <br />would result in SialTpresenting the findings to the City Council. 1 he Council must hist <br />direct the Planning Commission and Stall to proceed with a zoning amendment <br />The area in question is the old Grace Baptist C hurch, located at Co Rds 15 and 19 in <br />Navarre, which is in a LR-IC zoning district The site plan shows the topography of the <br />area but'has net yet addressed the parking issue The floor plans reve,il the lower level <br />would be used for sleeping units consisting of nine rooms to handle up to a 20-person <br />capacitx' level, A kitchen facility is also avaUable in the church I he building would house <br />the project otTices as well. Mabusth noted that a spnnklcr system is not required for this <br />building. <br />(#16 - #1973 - Westonka Intervention Project - Continued) <br />Mr Hessburg informed the Planning Commission members of the project’s purpose, its <br />detail, and who would benefit tVom the project The project purpose is to break the cycle <br />of violence prev ’alant in so many relationships. 1 his building would give the victims and <br />their children a place to stay while determining their next step. The police noiity the <br />agenev Volunteer advocates pick up the victim and encourage them to place a restraining <br />order auainst the aliened batterer and counsels the victim on what their options are at the <br />time <br />The proiect is staffed by eight paid administrative staff, five fulltime and three parttime, <br />and 18 volunteers The st^Tis paid by the Department of Corrections and Hunun <br />Services on a per-diem basis resulting in S6S per day per victim per child Part ot the per <br />diem would pay for the facility. Other monies are received from block grant and <br />Minnesota Finance Housing money The plan is to purchase the building tor SI .)0,000 <br />with S80.000 down pavment and financing of the remainder. 1 he building would meet the <br />demand of assisting 429 people per year Statistics show the western suburbs nee s for <br />this facility would surpass that number but have no plans lor expansion. <br />13
