Zoning File #1921 <br />April 14. 1994 <br />Page 4 <br />Grading and Drainage <br />The probable house location on Lot 1 is in mid to lower slope of a hill. The drainage <br />area above that site is less than one-half acre, hence any drainage concerns can easily be dealt <br />with at the time a new’ house is constructed. <br />The standard perimeter drainage and utility easements will be required on the plat <br />drawings. <br />Wetland <br />A wetland exists in the northwest quadrant of the property. A review of the area <br />topographic maps suggests that this is a pothole that would overflow to the north at elevation <br />987.1* under the 100-year storm conditions. <br />The City ’s topographic mapping and the City ’s wetland boundary as depicted on maps <br />in 1975 do not coincide. Staff recommends that the wetland boundary tor purposes of defining <br />a conservation and flowage easement (which is required) be defined at the 98'^.!’ elevation <br />contour which likely will correspond fairly closely with the actual wetland as it currently exists. <br />As always, a 26 setback would be required from that contour line for any construction, changes <br />in grade, etc. <br />Since no grading, filling or draining of this wetland is proposed (or allowed by the City), <br />it does not require Wetland Conservation Act review by the Watershed District. <br />Park Dedicalion Fee <br />The new Lot 1 will be subject to the standard park dedication requirement. This will be <br />presented to the Park Commission for review. Staff is unaware of any trail needs for this area <br />and anticipates that the park dedication fee of 8% of the pre-development fair market value of <br />Lot 1 will be required to be paid prior to final plat approval. <br />Staff Recommendation <br />The property appears to meet all pertinent code requirements for subdivision to create a <br />new buildable lot. A variance should be granted for the front lot setback of the e.xisting house. <br />Any recommendation for approval should include the following conditions: <br />1.Prior to preliminary plat review by the Council, applicant's surveyor to stake and <br />define on the preliminary plat drawing the 987.1* contour. <br />2. Conservation and flowage easement required over wetland. <br />1
