Webber Hills Homeowners Memorandum <br />Page 2 <br />In a straw poll taken at the end of the May 17. 1995 meeting, a large majority of Webber <br />Hills homeowners favored petitioning the cit\’ tor city sewer at this time, to be installed <br />within the next 2-5 years and thereby obtaining a waiver of the requirement for the <br />mound-tv'pe system by the end of 1996. <br />It w’as further decided to establi.'h a committee consisting ot Tom McCune, Geoff Jillson, <br />Jerry Paulson, Jack Hawes, and .-* nn Wyer who would meet to devise a plan, <br />conceptually to be pursued in two phases: <br />Phase 1 <br />Engage an independent testing agency, at our expense, to conduct soil tests in an <br />attempt to challenge the city regarding the validity ot their testing procedures and <br />conclusions, and thereby hoperully convince them to exempt Webber Hills from the <br />December 31, 1996 deadline. <br />Phase 2 <br />If the phase one testing did not indicate our desired results or if we were totally <br />unsuccessful in dissuading the city from their curr'r -equirements, we would^then <br />petition the citv' to bring in permanent municipal sewer and thereby give relief to the <br />December 31, 1996 requirement. <br />Our committee met in early July and discussed Lhe independent testing concept but, to <br />date, nothing has been staned nor have residents been approached about collectively <br />sharins the cost of the testing. <br />I have just learned of information that adds urgency to our actions. The <br />City of Orono intends to file an amendment to their Comprehensive Plan and \nJSA <br />(Metropolitan Urban Service .Area) boundary to the Metropolitan Council in early <br />October 1995. They will identify areas (neighborhoods) of greatest need for city sewer <br />and neighborhoods that request or petition for city sewer. <br />To be included in the earlier priority areas for city sewer and thereby obtain a waiver to <br />the December 31, 1996 requirements for mound-tvpe systems, we must makejiur <br />intf»nrinns Imnwn to the Citv of Orono before the end of this month . I know that a <br />number of the other j-. ighborhoods will be petitioning in favor of city sewer.
