Applicant hopes to attract waterfowl to a <br />permanent open water area. The Type 2 wetland contains open water areas only during wet seasons <br />of the year. On staffs inspection we found a wetland with predominantly cattails and some canary <br />reed grass. The Engineer's Report. Exhibit F-1-2, reports no problem with the proposed excavation <br />of the open water area as long as certain guidelines are followed. The side slopes are too steep at <br />4:1. The guidelines included w ith the Engineer's report suggest an 8:1 side slope. Portions of the <br />pond have a depth of 2-3' with a maximum depth of 4’ over 25% of the pond's surface. Per the <br />attached handout from the DNR concerning excavated ponds for waterfowl, it would suggest even <br />a more irregular shoreline with the flattened side slope. <br />As predominant cattail growth exists within this portion of the wetland, the Engineer recommends <br />that the topsoil be salvaged for respreading over the disturbed area. Cattails will grow once again <br />within this area of the topsoil. All disturbed areas should be restored with seeding using a wetland <br />seed mixture such as Mn/DOT mi.xture 250. Applicant may also be advised to construct the pond <br />with a more irregular shoreline to further encourage use by waterfowl. <br />Per the DNR handout, the size of the open water area should be no smaller than 2,500 s.f. <br />Applicant's duuout is proposed at approximately 6.000-^- s.f. Applicant should be encouraged to <br />install the pond with variable depths to encourage vegetation growth within the open water area <br />which is attractive to waterfowl. In no case should pond ever exceed 5 depth. <br />Code Requirements <br />Code provides little direction as to alterations creating open water areas within designated wetlands. <br />Section 10.56, Subd. 16 (J) (5-a) lists specific functional qualities that all wetlands provide and <br />should retain as follows:
