MINUTES OF THE ORONO PLANNING COMNOSSION <br />MEETING HELD ON NOVEMBER 20, 1995 <br />(#4 - #2085 Minnesota Depanment of Natural Resources - Continued) <br />Kfllien presented some history on the property. The DNR has conducted dean oP of aU <br />the contaminated soils from the service station and marina. Observation ^ <br />instaUed, which will be monitored in 30 days. The DNR should know in 90 days what <br />effect has been had on the ground water on the upper level. This area was backfilled Lead and <br />conducted on the building prior to demolition Killien said the <br />before the end of the year, and the building should come down within 90 days He also <br />reported that wetland delineation of the area where the trail will J’f <br />ditch area The plans have been submitted to the MC\VD. the LMCD. and the DNR <br />Waters Division. <br />Gaffron asked if the cvclone fence would be removed and guard rails installed between the <br />path and road for protection. Linncll said they had observed the area earlier and were <br />considering curb and gutter between the road and path, which he said would pertorm the <br />same as a boardwalk. Peterson asked how far back this would occur. Linnell wid there <br />was one stretch where the lake came close to the edge and then separated for the pathway <br />which was a high risk area. <br />Peterson said the public has been kept informed about the plan and asked tor any concerns <br />from those in attendance. <br />Dick Engebretson. along with his wife Jean. 1 ISO Tonkawa. were present Engebretson <br />asked if there would be a stop sign at the e.vit of the access to keep cars ftom rolling out <br />onto Tonkawa without stopping and was told there would be. He ftmher inquired if the <br />residents would be notified if the monitonng wells indicated fiinher contamination. He <br />was told the DNR was working with the .MPCA and would notify the residents it any <br />problems were found. Engebretson asked how big the access was in sea e to that ot Nonh <br />Ln public access He was informed that there is parking for 65 car,'trailers at Nonh <br />Arm. and there would be parking for 80 car/lrailcrs at this location. KjfiiCT noted that this <br />access provided a better layout and traffic fiow He noted that the DNR is working with <br />Hennepin County on redesigning Nonh Arm. It is the DNR's intent to fix the hsiung and <br />shore area, paint the no parking areas, adda raised island in the lot. and create buffer stnps <br />,0 deal with stormwater. Engebretson asked whether D^ plans to repair the Boy Scout <br />bridge. Peterson said this has not been before the Lake Use Committee. Killien said this <br />w as not part of the DNR plan. <br />8 <br />V ’
