Ring <br />James F Engeihardt <br />Dear Mike, <br />We have reviewed the proposal to vacate the right-of-way for Scotch Pine Lane, vacate utility ca.scments <br />and replat the area to the three adjacent lots. The proposed arrangement is shown on the preliminary <br />plat of Dicon 2nd Addition. We have the following comments in regards to engineering matters. On <br />all subdivisions or replats in the City of Orono we recommend the following easements be granted to the <br />City as a condition of approval; <br />5-foot wide drainage and utility easements along all lot lines. <br />lO-foot wide drainage and utility casements along all road right-of-ways, ineluding county roads. <br />A minimum 30-fool width for utility easements centered on all existing or proposed sanitary <br />sewer, storm sewer and water mains. <br />Drainage easements across all drainageways. floodplains, ponding and wetland areas. <br />The proposal to vacate the utility casements is not appropriate and wc would recommend denial. To <br />facilitate discussion, all existing sanitary sewer, water main, storm sewer, electric, gas. telephone and cable <br />television lines should be located. The wetland Kmndaries and floodplain contour should be delineated. <br />A grading, erosion control and drainage plan should be prepared that would identify locations of <br />drainageways on the property, should the roadway be removed. These utilities and features should be <br />surv’cycd and shown on the preliminary plat. <br />The protx)sal to vacate the right-of-way for Scotch Pine Lane and create two private driveways out to <br />County Road No 51 should be reviewed by the Hennepin County Department of Public Works, Orono <br />Public Works Director. Police Chief and Fire Chief for comments regarding access and public safety. <br />The Ciiv should di.scourage an increase in the number of accesses to an arterial roadway such as County <br />Road No 51 unless there is no other feasible alternative to provide access to a property. This is not the <br />case in this circumstance, and we would recommend that the request for vacation be denied.
