TRANSPQRTATLQM <br />JUNE, 1980 <br />URBAN TRANSPORTATION PQLtCTgS <br />1.LOCAL STREETS IN THE URBAN AREA WILL BE OWTIED AND MAINTAINED BY THe <br />CITY. Because the land use and street use density <br />of the urban neighborhoods is relatively high, the <br />City will provide public street access to all urban <br />properties. City responsibility for proper maintenance <br />levels will ensure passable, all-weather streets <br />available at all times for emergency vehicles and <br />for general public ingress and egress. <br />2.ALL URBAN PROPERTIES SHOULD BE DIRECTLY SERVED BY THE PUBLIC STREE* <br />SYSTEM. Urban density development is not <br />appropriate on narrow or poorly niaintained private <br />roads. Significant exceptions to this rule are in <br />the case of a planned residential or connercial <br />development having private maintenance personnel> <br />or on sensitive lakeshore lots where two homes <br />could be served by one common private driveway to <br />reduce hardcover and topographical problems. <br />3- <br />4 <br />URBAN STREETS WILL BE CONSTRUCTED TO URBAN DESIGN STANDARDS. <br />All urban streets will be paved and of sufficient <br />width to accommodate the number of properties being <br />served. Intersections and drrveway aprons wil- be <br />designed and regulated according to commonly <br />accepted engineering safety standards. Street <br />drainage will be designed to utilize existing natural <br />drainage systems and to avoid direct runoff into the <br />Lake. <br />CURB CUTS AxND DRI^/EWAY LOC.ATICNS WILL BE LIMITED FOR TRAFFIC SAFETY. <br />All new curb cuts and driveway locations will be <br />subject to performance standards relating to sight <br />distance, lot width and proximity to intersections <br />or other driveways. Al* properties will be allowed <br />access, but the number of access points and the <br />location of allowable access will be limited for <br />public traffic safety purposes. <br />ON STREET PARKI^^G WILL BE STP.J.CTLY LIMI-eD. No <br />parking will be permitted on narrow streets or at <br />hazardous locations. All urban development must <br />provide adequate on-site parking facilities. <br />CMP 7-LO
