Transportation JUNE, 1980 <br />TRANSPORTATION OPALS AND PQLTCTTS <br />Oronc*s Transportation Plan is based upon the following <br />goals and policies which are designed to be consistent <br />with our regional responsibility for coordinated trans­ <br />portation planning, and with the goals, policies, and <br />plans of the other elements of the Community Management <br />Plan . <br />TRANSPORTATION GOALS <br />1.TO PROVIDE AN ADEQUATE, SAFE TRANSPORTATION NETWORK SUFFICIENT TO <br />SERVE THE NEEDS OF ALL ORONO RESIDENTS. <br />2.TO PROVIDE A COORDINATED TPsANSPORTATION SYSTEM PROVIDING ALTERNATIVE <br />MODES AND TRAVEL CHOICES FOR MOST ORONO NEIGHBORHOODS. <br />3.TO PROVIDE A COORDINATED PLAN FOR LAKE AREA TRANSPORTATION WHICH WILL <br />SATISFY BOTH ECONOMIC AND ENVIRONMENTAL CONCERNS. <br />4.TO ACHIEVE THE ABOVE GOALS WITHIN THE FINANCIAL CAPABILITIES OF THE <br />CITY AND ITS CITIZENS. <br />POLICIES <br />1.COMMUTER AND GENERAL ARTERIAL TRAFFIC MUST BE DIRECTED AWAY FROM <br />LAKE MINNETONKA. County Road 15 has become the <br />"Main Street" of the Lake Area primarily because <br />of habit and the lack of alternative routes. <br />Shoreline Drive was originally built as a military <br />road in the 1860's. The road provides the only <br />access to Minnetonka Beach and to many Orono <br />residences. Meanwhile, traffic has increased <br />substantially to where the road is crowded because <br />of commuter traffic. The sensitive environment of <br />Lake Minnetonka, and the property rights of the <br />riparian landowners, are being damaged by continued <br />reliance on this outmoded roadway location. <br />2.ORONO WILL ACTI^/ELY PROMOTE THE RING ROUTE CONCEPT TO PROVIDE VIABLE <br />EFFICIENT ALTERNATIVES TO CONTINUED OVER-USE OF COUNTY ROAD 15. <br />The City has constructed one link in this system which <br />already has reduced travel time by up to ten minutes <br />between Mound and Wayzata. With additional linkages <br />and intersection improvements, a transportation corridor <br />can be developed to handle the majority of truck traffic <br />and commuter trips from the Westonka area while relieving <br />the strain from County Road 15. <br />CMP 7-8
